Well lets see...
Accellero Twin Turbo - $45 Enzotech heat sinks + Antec Spot Cool - $45 (FAIL) Thermalright VRM-R2 - $50 $140 in cooling later and I've finally managed to cool my 4870 properly. That means I spent a total of $360 on my 4870. Next time I think I'll just get a GTX 285... Am I still incredibly pissed at XFX for giving me a cheap POS cooler? Yes! But I am relieved that I can finally stress test my 4870. VRM temps are 40C idle and 80C load, but thats just passive, I'm going to try and dig up an 80mm fan and stick it on there.

Ouch! Although if you ask me, it's not just XFX's cut down cooler that suck, it's the reference designs in general.
