Fan speed issues with ccc

Hi I've been trying to change my fan speed in ccc and every time i change it i find it still goes up and down in speeds even though ccc and gpu-z are telling me that its at 50% I'm wondering if theirs anyway I can fix the fan speed at one speed using ccc or any other program.
Ether that or if theirs anyway i can make a custom auto fan speed so that the fan changes speeds with different temps on any programs.

You can use Riva Tuner to change fan speeds, there is a guide on how to do this here.

You can create custom profiles in CCC, with fans set at what you want, for each app you would like. Then change from one to another on the fly, from your ATI icon by your clock.
