Do those gashes go away when you put your clock speeds back down a little?

try turning on vsync. if the game doesn't support it, use your ati control panel to force it on. (i can't tell you how, as i have an nvidia and dont know how to use the radeon control panel)

The artifacts generally mean you've pushed the card too far. You can either tweak it down or improve the card cooling.

Its best not to run the card at the max ATI Tool finds. Usually best to run it a bit lower than what it says is the max. Run it at a lower speed until you upgrade your cooling.
