Question can't load overclock on windows startup

Whenever I use ATI Tool to overclock my video card (9600xt) i set radlinker to boot up to the overclocked speed. It won't do it. When I do it manually it automatically starts using the default speeds if I play a 3d application. How can I easily make windows boot up the overclocked speeds and maintain them through games?
I have a tool called overclocking antiprotection that I got somewhere, should I use it?

When you set ATI Tool to run the clocks on startup, how are you setting it up?

I just got to settings, startup, and I set it to load my profile through the registry and then shut down after it loads it.

Download a softmoded bios for it on this website http://www.techpowerup.com/bios/
just make sure that the card is stable before you mod it. but you can always change it back.

doesn't the video card stay over-clocked permantly after you apply the settings? or do u have to run ATItool everytime and then play your games
