Hey, Welcome to OCN

you should really fill out your system specs here
it will help other people help you with questions

for example, someone might want to see what the rest of your computer looks like as far as power consumption, to see if there was enough left for a 4850

ATI Radeon HD 4850 System Requirements

* PCI Express® based PC is required with one X16 lane graphics slot available on the motherboard
* 450 Watt or greater power supply with 75 Watt 6-pin PCI Express® power connector recommended (550 Watt and two 6-pin connectors for ATI CrossFireX™ technology in dual mode)
* Certified power supplies are recommended. Refer to http://ati.amd.com/certifiedPSU for a list of Certified products
* Minimum 1GB of system memory
* Installation software requires CD-ROM drive
* DVD playback requires DVD drive
* Blu-ray™ playback requires Blu-ray drive
* For a complete ATI CrossFireX™ system, a second ATI Radeon™ HD 4850 graphics card, an ATI CrossFireX Ready motherboard and one ATI CrossFireX Bridge Interconnect cable per graphics card (included) are required
It won't work, nor would I suggest you try, it would just be a waste of money unless you are willing to purchase a PSU, my recommendation for a new PSU? This:

i think if he doesn't already overclock anything and he doesn't have a beastly setup he could run this fine

it's the AMPs on the 12v rail that are important...think about ati's position....they have to reccommend something that WILL work no matter what, there are a lot of junky PSU's out there

I wouldn't try it. Get a good 500w psu and it should be able to handle it.

It probably just wouldn't load properly. I wouldn't try it though, sparks might fly, but I doubt it.

Hell, I was even having problems on my PSU, one of my fans kept turning itself off, so in the end I just unplugged it.

Worst comes to worst, your system might reboot. Not turn on. I would actually buy one locally, try it out. If it works, return it, order it cheaper online, if it doesn't work, return it to the store.
