My drivers needed updating, however it will not update, then I tried driver sweeper and reinstalling drivers, to which the installer says the INF file could not be located help plox.

Also, when I used driver sweeper and reinstalled, steam + source apps think im on version 8.14.10.647

Did you reboot after you ran driver sweeper? I had that problem once and it turned out it wasn't working because I was running DS and trying to install the drivers in the same session

Uninstall drivers from windows, then reboot in safe mode and use driver cleaner, then reboot in normal mode and reinstall your new drivers...try this!

Manually point to the location of the driver from within the device manager. Then it has to install.

also putting in the original driver disk and installing those first, then uninstall then install new drivers will work.

I used to get errors with CCC after installing new drivers and I found an older thread somewhere that gave a couple pointers but here's what I do when i update drivers:
__________________-Go to control panel/add remove programs and use the ATI Remove Software Utility to remove ATI gfx drivers. -Run Driver Sweeper. -Reboot. -Check that these registry locations are empty: a. HKEY_CURRENT_USER/Software/ATI/ACE b. HKEY_LOCAL_MACHINE/Software/ATI/ACE -Check that [Program Files/ATI Technologies/ATI.ACE] is empty. (could also just delete the whole ATI Tech folder) -Go into [Windows folder, Assembly folder] to see if there is any Public Key Tokens of "90ba9c70f846762e" you can sort by key tokens. Right click and click uninstall on each one of those (if any are still there) -Lastly check the [Documents and Settings/User/Application Data/Local/ATI/ACE] folder is empty. and or [Local/AppData] -Then you could always run Driver Sweeper again and reboot before reinstalling just to be thorough. This is what I've been doing everytime now since getting errors, seems like alot but I think they've cleaned up the CCC installs a little now so some of these steps can eventually be skipped on future driver installs (like the Public Key Tokens) Hope this helps, let me know.
