Recently I have done a lot of experimenting with my PC making various OC profiles and such, to reduce power consumption and improve temps. After all, for me at least, I don't need 3.7ghz of hot and intense power most of the time. Using AMD overdrive I can undervolt very well, and I want to install fan controller and start going about making my PC silent. Problem is my graphics card is still pretty noisy.
I have an Asus, so I can underclock it 1.2v. Right now it sits at the lowest voltage, 1.2, with a core clock of 850mhz. I would love to be able to push the v core to something like 750mhz or even 650mhz, and get that v core down to 1.1 or even 1.0 or less. Right now, even at 1.2v, I can't manually set the fan to a silent speed that is safe even under load. Is there a windows based software that can undervolt and underclock the way I am looking for. Perhaps the voltage plugin for rivatuner? Help would be great, thanks.

Im kinda in the same boat as you except i cant use the Asus Smartdoctor(?) Anyways I use rivatuner with the plugin and even though you can get the voltage pretty low it doesn't retain the voltage setting upon bootup (that's how the Rivatuner creator designed it). Although it does retain the 2D clock setup after downclocking the core, which is wierd because it loses 2D clocks with an overclock. So long story short i have to manually set the voltages every time i boot into windows. My suggestion is try it but Asus software just seems less of a hastle since you can set it and forget it and your only saving maybe 10-15 watts (about 1-2 deg. drop at the core) at best downclocking core/voltage lower than where you are now.

I ended up using the voltage plugin. I prefer to underclock in windows anyway and boot at stock for safety reasons. I do light gaming at 753mhz core/1075mhz mem with 1.075 volts which seems stable, and I am still expermenting, but before I leave I set it to 425mhz core/ 490mhz mem with a voltage of .8125 that appears to be stable (sometimes I have problems getting out of sleep mode... still experimenting). It is nice for video use because I can set my fan speed to 25% through rivatuner and my GPU temps stay idle in the very low 50's.
Anyway, thanks for your input.
