Default 4890 Voltage

So i downloaded GPUTool to increase the voltage. My first question is what is the max voltage on a 4890? 1.4?
Second question, on the gpu tool i have 2 voltage options. VDDC and another one which only shows question marks. What is that?

1.4v is the absolute max you should run with air cooling, anything over that and you really should be looking at watercooling the card.
