Follow this order.
__________________1. Download the 9.9 full package. 2. Run the installer but when it asks you to install or uninstall choose uninstall. 3. Restart the computer in safe mode. 4. Use Driver Sweeper to uninstall all ATI Display stuff. 5. Restart the computer to go back to your regular desktop. 6. Run the installer but install it this time instead of uninstall.

I don't see how any of this will help if the installer itself is crashing...
Hold on, lemme experiment, I'm gonna install the 9.9's on my mom's rig and see if I get the same thing there. I just did a clean install of Win7 on it, so I shouldn't have a problem. If I do, then none of the suggestions listed here will work.

I really don't know, I've always cleaned up previous drivers before installing new ones. Sure, you can say that it's not necessary, but it will eliminate any problems that might occur.

I just tried to install the 9.11 beta drivers... SAME EFFING PROBLEM

did you remove your old drivers with driver sweeper? do that reboot, run some kind of registry cleaner like CCleaner, then install the new ones.. I've never heard of the installer crashing before though..
