Okay, updated to 9.9 and ATI Overdrive is not letting me overclock. Tried 9.5 and it just reverts back to 625/993 whenever I try to adjust the clocks. No control whatsoever.

Not exactly what I meant, but is it reference? If so, the BIOS is attached that should allow you to OC. It also sets vGPU to 1.2v, and core to 680, and memory to 1050.

Flashing instructions:

*Create DOS USB boot stick, then copy atiflash.exe over, along with the .bin file
*Boot into DOS with the stick
*type "atiflash.exe -p (-f) 0 4850.bin" The -f parameter is optional, and forces the flash if for some reason it failed.
*Reboot, and cross fingers.

Note: It is hard to kill a card with a flash, but you may want to have another way to get video to your monitor, like an IGP, or another PCI/PCIe card.

I had that same 4850. I was able to overclock it through CCC just fine. Maybe try running CCC as administrator. Flashing the BIOS is probably more work than it is worth, I did it and didn't see much improvement.

Come to think of it, I didn't see much change when I OC'd it either, same thing with my current 4870. Just wasn't worth it for me.

Takes about 5minutes to edit and re-flash your BIOS in windows... Use RBE for editing and WinFlash to flash... i flashed my 4850's at least 6-7x before I was happy with the final BIOS. Made a big difference for me, as the GPU's did not want to OC independently or stay in Xfire, until flashed...used the opportunity to rework the OC limits in CCC and up the start clocks to 800/1100

I'm having no problems with CCC in W7 RC. Only annoying part is for my 4830 it only goes up to 700 for the processor - still its totally stable there and good enough for me. I'm currently running 700 on the processor and 900 on the memory with no problems. You might try totally cleaning out all the old drivers and re-installing.

What do you mean by 'BIOS is attached'? All that came with the card was the Driver CD. Sorry... noob here... technically capable.. but still a noob because I've never flashed a graphics card.

Use RivaTuner, it is much better than ATI tool. I use it all the time and I have used it both on an ATI and a nvidia card.
