Default Games not scaling in Windows 7 over HDMI

Hopefully I am not the only one with this issue.

I have tried Catalyst 9.8, 9.9 and now 9.10 and all have the same problem in Windows 7.

I set the scaling options to 0% within CCC and everything looks fine on the desktop. If i load up a game the scaling options appear to be ignored and I have a black border all way round the picture as if the scaling slider within CCC has gone back into the middle.

If I go back into Windows whilst the game is still loaded the desktop is scaled correctly and is still set to 0% in CCC.

Any suggestions? I have seen other posts where people have complained about borders round the picture within Windows but this is because they haven't set the scaling option correctly, haven't seen anything specific to games.

Try scaling up in CCC and launching a game. See if that does anything. I had to scale the max, 15% I think it was, and worked both in games and windows. Kind of retarded that windows 7 has this problem in the first place.
