No, I just flashed my bios with the sapphire e******** XXX rom using ati winflash in command prompt. It ramps up every time the temperature changes, not just when the temp crosses a treshold. Plus, it unlocks the core clock.

Edit: Well actually I just updated to the beta ATI tool and it does support fan control for the 3800 series.
