I'm assuming your machine was shutting down correctly before you added the 4850? Do you have another PCI-E card to confirm this? Good luck

the box that i received the PSU in says it has 33A on the single 12V rail.
and i remember seeing the sticker, and it definitely said thirty something amps. the work that requires hardware removal i will do during the weekend, i don't have that much time at home with this specific computer these days since the computer is in a rack, and it would require a good amount of work.

You break it, I fix it.

it sound like a driver /app hanging during unload in which it is stoping you from a complete shut down.
boot into safe mode to see if it happens there as well.

33 amps on the 12v rail is not going to cut it with that setup.

I don't think it's PSU... Probably driver conflict... What card did you have installed before and what did you do to remove drivers for it?

well lets see i uninstalled the old gfx went in to safe mode and ran driver cleaner. so it should be uninstalled in theory.
then i downloaded the latest hotfix (i actually downloaded the hotfix before uninstalling and going to safemode) then setup the hd4850 --- my old card was a 7900 GT. i don't think it would be a psu problem, i've had this computer running all day and no freezes or lockups have happened. it restarts just fine also. there are no random restarts or anything of that sort. -> but in order to test this i would need a larger PSU, but i don't have one around.

Your power supply is fine, assuming you're not overclocking your CPU to some excessive amount.

it was at 2.8 Ghz, but i tried it at stock 2.4 Ghz and same issue arose. i down clocked it to 2.65 for FAH temp issues
