Default Driver failing when trying to OC X1900XT in Vista?

Ok, i've been trying to OC my x1900XT for a while now, and when ever i change the clocks (even by 1MHz) and then scan for artifacts, my driver fails, stops working , and then recovers. This is strange.

When i got to open ATiTool, i get a message about "Your ATi card supports 2d/3d mode switching but you have ATi services disabled"

I've checked all over the place, and there is no answer (except i did find something on ATiTool's website where the x1900 cards can disregard that message)

I do seem to remember though that maybe it was my 8.4 or 8.3 catalyst drivers allowed me to OC. But from then on, i couldn't OC anymore. Can anyone help me with my problem here? Oh yeah, i'm using the 8.6 catalyst drivers and vista 32bit.

oh, and it doesn't matter what program i use to OC, when i go for artifact scanning, the driver stops working.

And ATiTool has the set clock button greyed out for me.
