With regards to the BIOS flash....

Does this unlock the clock speeds aswell, so you can go past the locked clocks, or does it flash clock speeds within the locked clock speeds?

Also, is it dangerous if not followed correctly?

Once youve flashed the bios can you flash the original one back any time?

Clock speed is only locked at CCC. You can pass 790/1100 by using AMD GPU Clock Tool if you can handle over-heating.

The reason people flash BIOS is to adjust the fan speed and increase the voltage so that they can reach higher clock.

I'd say it is dangerous to flash BIOS since it voids warranty.

You can go back to your original BIOS with some hassle. For example, boot up from different working Graphic card, and flash back to the original.

Actually, you can flash your BIOS without voiding the warranty, as it is not physically tampering with the card .

820 is my max core, funny that anything >820 gives an immediate freeze.
I've tested at 820 for nearly an hour with no issues.

mines 850 . What kind of freeze do you get? Mine is just a display driver crash, then CCC takes over and resets the driver.

Mine are 858/1281 = 18104 3dmark06 - single card@38C-49C

I believe I may purchase the swiftech 3870 waterblock since I'm pretty sure it'll fit on the 4870 mounts.

And if someone can get me volt mod schematics I'd gladly fry this card in the name of science.

There is a volt mod guide here

When you say swiftech 3870 waterblock, do you mean the MCW60? I know for a fact that it fits like a glove, you don't even have to use RAMsinks.
