umm since electricity was invented lol. all of your cables are linked to the rails. ssay you get a video card that is really hungry. the pci cable is connected to say one of the 4 20 amp rails. if your card requires more juice than 20 amps, you are out of luck. so technically, even if you have lots of wattage, you may or may not have a stable PSU. to reverse that example, say you have a psu with only one rail with 80 amps, you can power everything stably without overloading the rail. (thats a butthair load of amps for anything.) i hope i cleared things up.
