i did a slight overclock on my 4850 (upped to 670mhz)
__________________and put my fan speed up to 60% even so, some of my games have been locking up in the middle of gameplay (tf2) and i think im getting artifacts in Mass Effect. Is this a voltage or a temp issue?

Have you ran the Auto-Tune in CCC? I find that it gives me too much of an overclock. It is nice because it will up the voltage for you as it autotunes. I like to do that, then run ATITool and scan for artifacts. I usually have to bump it down some until I get rid of the artifacts. I would just say that it may be a bit too high. It could also be your cpu clock, it that is recent as well.

it could be either...
stability clock the tests you get with ATiTool and then if they are too high, back off and test again
