There are 12 chips in the VRM section , this is Voltage regulation modules VRM
if you dont cool them you blow your card simple. if they have contact on all 12 then your good if not then do what I recommend in above post.

Replace the thermal tape that came with the sinks. It is apparent to me that it has been molested too much and can no longer stick.

please refer to my orig advice on that area , cut the original cooler
and screw that part back in until you get better sinks ,at least youll be able to use that card safely
