The fan speed % changes in GPU-Z, but there is 0 noise difference. These MSI ones are wonky.
__________________Also, I found a HD4770 w/the dual slot cooler (finally) for $116 shipped... or a HD4850 1GB for $109... I'm debating shipping this card back and getting one of those, OR getting a 2nd 4830... in which case I'd need a x-fire bridge... I definitely want the efficiency of the 4770, the raw power of the 4850, and the w00tness of x-fire, but IDK what I should do any more :P This HD4830 OC'd to speeds many 4850s can only dream of =/ Not like this is my primary rig, either I've just got... the bug! (upgrade bug) It strikes hard. Must resist

Hmm, i can tell its working though by my temps, its about 5C cooler when its set at 100% than 50%
A 4830cf and 4770cf when both OC'd shouldn't have a big diff between them. But ofcourse the 4770cf does it marginally more efficient. I'd get the 4850 @ $109 ftw, not the 4770 though. Or just buy a 4890. CF doesnt work sometimes on certain games.

Bah, this is my secondary rig, I shouldn't buy anything :P I need to spend some more time with the main rig... this diversion is getting expensive

If its clock speeds you are looking for, then the 4770 should be your best answer for that budget...it actually will hit speeds that a 4850 cannot, without subzero temps.

That has happened to me once or twice before too. I just ignored it, probably something to do with our catalyst drivers.

That vpu-recovery thing means ur vga restarts for some reason. Edit: First try removing all vga drivers with Driver cleaner pro, then download new ones from the interwebs.

Yes, try lowering your OC in your 4830 if you OCd it. Also, your CPU oc as well, see if it's really stable. Your power supply too, it should be at least 450W.
