Go with the 4830, OC the snot out of it. 670/955 will get you into HD4850 and 9800GTX+ territory (+/- 5fps depending on the game, comparable system and resolution/settings) from what I've seen in reviews.

I would say before XFX started making ati cards they where the second best or close to first with visentek for service and drivers are fine

ATI HD4830 512MB - $89.99 ($79.99 after MIR)
I've heard they're awesome OC'ers, as well. It's one of the best bang-for-your-buck video cards out there, IMO. A 4830 should play Fallout 3 pretty well on a low-to-medium res monitor with pretty high details. Crysis, on the other hand... you'd probably need a GTX280 or dual HD4830's to play on very high (DX10) - with a decent framerate, that is.
