Ok, so I was watching Everest monitoring when I opened up ATI tool and pulled out the 3d tool, any one know why when it starts in only GPU1 speeds up from 2d speeds and GPU2 stays at the power saving settings of 500/750? I thought they always had to be running at the same speeds?

No, crossfire cards do not need to run at the same speed, this is why you can CrossFire any HD48x0 card with one another.
So you can have an HD4870x2 with an HD4830. No real reason behind it. But you can do it.
