Shot in the dark, but by chance, do you have vsync on in that game? Most games vsync cap you at 60fps.

TLB 'bug' (your CPU probably has it), it's probably why your 9500 is crapping out on you so much with the low framerate; a quick Google search of it will reveal answers

Did you extract both CrystalCPUID and the TLB disable tool into the same folders and run them?

I think your problems are not with the CPU if it's a quad and you got 4850 you defintely shouldn't be getting 27 fps in wow. Maybe a bios update is needed?

Just curious, are you running any games on your system, skarm? And if so, what sorta fps are you getting? (And which games?)
