I just got a 4870 card to replace my old X1650 pro, as stated the gpu clock is supposed to be 780 mhz and the memory clock is 950mhz but what i have here is a 500mhz gpu clock. i tried many things but no succeed. anybody knows why? check out my rig sig.

1) where did you buy the card from?
2) run a gpu-z and show us what it says.

(1) good value coolers: XIGMATEK HDT-S1283 or Black Knight |OCZ Vendetta 2. (2) 8 PIN power connector on MOBO = 2x 4 pin connectors in parallel to lower resistence/voltage drop. 1x 4 pin will work (3) x64 OS showing only 3.x GB enable memory remapping (4) Fridge cannot cool the heat output from a PC. (5) SLI/CF is not always better than a single card. (6) CTRL + F11 will start up the dell recovery console

sounds like thats the 2D clocks. Go play a game and run GPU-Z see if it goes too 780

The ATi cards downclock themselves when not under load as to reduce power consumption and heat output.
Open CCC and run Furmark The clocks should go to normal while furmark is running.

i got a from a quite known store around here, i am playing crysis at 1024 x 768 very high setting with 8x AA, i am doing crysis benchmark now. anyway i'll show you my GPU-z later.

i've actually got the same card but in the 1GB variant (powercolour also). The cards do underclock when not under load, even opening a video is enough for them to switch into their proper clock speeds.
Some people also have graphical glitches and regular "driver crashes" during games because of this clock speed switching (ie, when it switch the screen will seem to "jump" slightly, like it does when you change resolutions, and during games, it can cause the driver to crash completely which windows usually recovers from by restarting the drive but the game usually freeze's). You can get around this problem if you have it (like i do) by overclocking your card in both ram and gpu clocks by a couple of mhz (like 1-5mhz), that'll force it into full speed 100% of the time (but of course, it'll use more electricity 100% of the time also)
