If catalyst AI is not enabled the second gpu wont work, but it sounds like you have bigger issues anyway.

I have the Catalyst AI enabled and in standard....what's the matter with my computer....

Im using
Windows Vista ultimate 64
Q6600 stock
One Sapphire HD 4870x2
Corsair 750W
4GB RAM

In windows go to "device manager" and check under "display adapter" and see if you get ATI Radeon HD 4870 X2 twice and there should be a blue monitor in front of the names. If you do then CF is enabled if you don't then click on the one that isn't enable and enable it. Also check in GPU-Z is CF is also enabled. Also in CCC under "3D" option, "catalyst AI" tab, here you can disable or enable CF between both gpu's. )To my knowledge if the box is checked is disabled, also I do get less FPS when its checked making seem CF is off)
Hope that helps, this is what fixed the issue for me

Yeah, under the device manager I see both of the blue monitors, but I don't see the two checks you mentioned, so I'm assuming that that CF is on....
How do you check if CF is on or not in GPU-Z? Thank you

Use GPU-Z to check the GPU version # and the BIOS rev as well...if the BIOS are not the same, you can have a lot of difficulty getting CCC to enable Xfire. I had this same issue with my 4850's..flashing the 2nd GPU with the BIOS from the 1st GPU fixed the issue, and allowed Xfire to enable normally.

*I also use the 9.2CCC pack and the 9.4drivers, this allows me to keep independent clock speed control over both installed GPU's, with Xfire enabled.

I'm not sure what the GPU version is but according to GPU-Z
GPU-R700
BIOS version - VER011.016.000.025.000000

Question here is:
1. how do i Check if that coincides with the BIOS rev
2. how do you do this step? "flashing the 2nd GPU with the BIOS from the 1st GPU fixed the issue, and allowed Xfire to enable normally."

Thanks a lot man......I know I'm somewhere close to the final step...

GPU-Z should show the same BIOS # for both GPU's... if not you will need to do the following.

1. Use GPU-Z to save the BIOS from both GPU's
2. DL and install Winflash
3. Use Winflash to 'program' the BIOS from the 1st GPU to the 2nd...
4. Restart...and done.

Ok this is what I did to check for both GPU's Bios version...Tell me if I did it right though....

turned on GPU-Z and at the very bottom there's two option I can pick and both of them are "ATI Radeon HD 4870x2" which I believe the first choice is the first GPU and the second choice is the slave GPU. Then I checked the BIOS Version for both option and they coincide...does that mean they have the same version? If yes, what can be my next step???

Thank a lot again though....I've spent almost 2weeks straight spending hours everyday trying to solve this but seems that no body wants to help me...

P.S- in the bottom says "Enabled (2GPUs), sideport off (unsure of vista 64)
P.S- even though it says enabled I see 0% activity for the second core
P.S- the second would only kick in for DX9 but not for DX10 , hopefully this will give you a better clue...

How are you monitoring the core usage? Crossfire only works in full screen mode, as already mentioned.
Have you ran any 3D Marks<---This will show if CF is working.
