Hi TS, this is somewhat normal. I have stardock object dock and whenever I access it, my 4850's GPU load jumps and then goes down. I haven't totally figured out what causes the GPU load to jump, but somehow minor stuff like moving the mouse and others seem to trigger a GPU jump. If you have GPU-Z enabled you can monitor the GPU load activity. I don't have a screenshot right now, but the GPU load graph shows an "up, up, up, down, down, down, down, up, up, up, down, down, down" variation as oppossed to a constant "down down down" (since there's really no 3d rendering when doing minor stuff, viewing webpages etc.).

I can think of a solution to avoid the nasty noise, just manually set the fan control of your GPU via ATI CCC > ATI Overdrive. Mine is set at 60% so whether its 2d, 3d rendering or idle, fan speed is set at 60%. Mine doesn't sound too noisy, just a buzzing sound that I got used to and rarely notice. Good luck!
