Your post is useless without ambients or fan speeds. I can move to the Arctic Circle and claim that 4890s idling at -3C is normal.

what would be expected temps of the card if say my ambient was in the low 70s(f) and the card is in my bad case?

My apologies if I was breaking rules there, just thought I'd suggest a good 4850 for the OP...
Anyway, back to topic; even if your (OP) case has terrible airflow I wouldn't be that worried. I handed down my single-slot x1950pro [hooot] to my cousin, who proceeded to stuff it in his Dell. It still lives

I would think any 4770 be a good option too. Essentially the same performance but cooler and less power.
