Done With Ati
Back to nvidia.
Apparently my system actively refuses ANY and all ATi drivers now so I have to use Nvidia. My 7800GTX works just peachy compared to my 4870x2 (fresh from RMA, 2nd time now in the last month). Sucks I sold my 8800GTXs.

have you tried using driver cleaner to wipe out all old nvidia and ati drives while in safe mode?
and have you tried a clean install?

Yeah, ATI is just terrible, i would never bother using ATI if it caused me a problem. oh wait, it never has.
Seen this choice made a ton of times. i have used ATI and their drivers for many years without one single problem, ever. I never tried the drivers on windows 7 however. But, every system is unique, all the components and software are unique, and the conditions are unique, and the user is unique. One thing can never work for everyone.

Huh, I'm guessing you've tried older drivers and other PCIe slots?
Probably just your Motherboard. You tried the card in another one?

have you tried using some older drivers, someone else was having problems installing the ati drivers above 9.6 i think

What I had to do with my TPower before(same problem) was flash it to a different bios version then flash it back, don't ask me why it worked but it did
 And that was after numerous fresh installs too
