SO I have been having an issue recently where I will get these lines across my screen. It is happening in all games. Sometimes it goes away, sometimes it does not. Is this a problem with the driver or crossfire? Or am I looking at a different issue?

I think it is a driver issue.... but it could be that your cards are fail maybe? IDK...

It won't let me run crossfire on the 2x x16 slots without 2 bridges.

Hmm, why not? Does it say "unlinked adapter" in ccc, when using 1 ribbon? Some have problems when running 2 ribbons.

I will try again, but the first time I moved the second card to the x16 slot, CCC told me it could not enable crossfire without the 2nd bridge.

Uninstall and sweep drivers first, then remove the one ribbon, reboot, re-install drivers, reboot.
edit: I do have to run, good luck and if one doesn't work, turn off pc, swap out that one ribbon for the other one. Hard to believe, but there are bad ribbons out there.

Definitely reinstall those drivers. Could just be that they are not mature enough, or that something went wrong when you installed them.
Also, your overclock could also be a problem, as what could have happened is that you pushed one of the cards too far, and cannot keep up with the other, thus cause those lines.

Run each card individually. Single out the culprit card. ...If indeed that's the case.
