Hi, I just built a new computer recently and went over the guides through the forum about how to overclock since I'm new to this. Here is my current set up:

My temps are 35 idle and 60-70 full load. But if I try to push it any farther, when I play games it stutters a lot but fine when I run 3dmark vatange. Why is this? Oh BTW I'm just using the Catalyst program to oc

To get past 900mhz on a 5870 you must provide it with more voltage. Download MSI Afterburner which will allow you to adjust voltage and clock speed.
EDIT: I would also recommend OCCT for testing your GPU overclocks. It can run an error checking test to see if your overclock is stable.

Weird. But how come it can cleanly run 3dmark vantage but screw up on games. I guess I'll give it a try!

Hes talking vantage not idle. Reason for that is because a game, or a synthetic benchmark stresses your card differently and depending on how it does it it will cause instability and just need to find a healthy medium

In regards to your second question, CCC downclocks your GPU automatically when you are doing low intensity stuff like web browsing or watching videos so there is no need to "turn off" your overclock. The software handles it automatically.
