"the kernel mode driver does not appear to be running. a device driver is required for communication with your video hardware".
__________________I just freshly installed my 5750 drivers and all and restarted my computer, but I keep getting this whenever I try to open ATITOOL. this has always been happening with my old 4870 and I can never find a way to get around it.

If you have newest version might be OS version or card not supported fully yet.

ATITool isn't fully supported by Windows 7. In fact I had the same problem with the drivers. Windows 7 won't load unsigned drivers. ATTTool doesn't have signed drivers. I even by passed them with dseo and the program ran, but didn't have all the features supported and ran really buggy.
You can try dseo, but my experience wasn't good. I ended up giving up on ATTITool and using CCC or MSI afterburner.
