Alright, straight to the point.
After flashing BIOS with the new clock speeds I seem to have this issue of clocks jumping up and down while I'm in desktop, although I'm not sure how serious it is. Gpu goes from 160 up to 700 while memory goes from 500 up to 1100. Also my power supply makes this small but noticeable short squelchy noises every second so I'm guessing it is connected to the jumping of VGA clocks. Games are running fine at full speed (700 / 1100), no artifacts, temp is under 80c... Any suggestions? Here is the screenshot:

1) Flash it back to stock
2) Did you lower idle clocks? 3) You might have selected options in RBE that are not working for you.

Yup, I lowered Idle clocks...hmmmm, that could be it.
Is this bad for my PSU or in general for that matter if it is jumping like this?

I would say its bet for the video card and the reason ATI did not lower them like they did for HD5K is for a reason because RV770 does not work well under low clock. Lowest i tried was 500/450 and that was fine.

That's called ATI's powerplay, it lowers clock speed automatically at 2D and ups it at 3D. My 4850 goes from 500/1000 to 700/1100. It's actually beneficial bec. your card runs less power on idle.. it's only a problem when it gets stuck (for example you run 3D apps or game, but the clock speed is stuck at idle mode--2D mode).
__________________I think you're ok, no need to change anything. Regarding the "short squelchy noises", those are from the videocard's capacitors, also perfectly normal... but I don't hear mine squeal all the time, sometimes only.. even while browsing the internet and the websites have black backgrounds I'd hear my VC squeal.

Ati's Power-play is playing a lot in my case. I still don't get why it is jumping.
Sometimes it stays on Idle clocks for couple of minutes before it starts to jump back up and down again and I wasn't doing anything different then while Idle clocks were steady. So I guess Idle clocks at this rate are achievable but something else causes this problem. Ohh well, if temp of 120c didn't kill it, nothing will.

It jumps to higher clocks if anything graphic intensive happens, even on desktop. Check riva tuner after idling on the desktop for a few minutes if the jumping still happens. Its not problematic anyway.

Problem solved, Object Dock was causing it.
Thank you all for helping!
