Default Concering the little yellow plug?

So I noticed that a little yellow plug came with my GPU, your video for an old game console.

If I put this in my video card, would I be able to use a monitor as a TV for those, or would it only send a signal out, used for capturing somebody?

If I'm following correctly, you are referring to a composite video connection. The short answer is that yes you could use a TV as a monitor. The better answer is that over that connection you wouldn't want to as you would be limited to 480i. This is just a crappy resolution and is basically of no use to you with such a nice video subsystem. There are breakout cables for Component, or you could use a DVI-HDMI cable to output 1080p and this makes much more sense.

Pretty sure it should be for the svideo out or something and you just connect the yellow chord from an A/V(male to male) composite video to your TV's one and it'll act as a monitor.

Oh I do when I need to use my PC as a HTPC upstairs, I just want to be able to hook my dreamcast or gamecube up and play them without having to go all the way up there.

480i is plenty for those.

But since you said I could use my TV as a monitor... and not my monitor as a TV, I guess I'm out of luck.
