Well, my specs are listed below.

Could it because I'm not using PCI Express 2.0?

I get about 10k only on 3dmark06 and 30k in 3dmark03.

Kinda lame.

i would says its your cpu, 3dmark is heavily cpu dependent

What would you recommend I'd get upgrade to(mobo/proc), soo I don't have to spend so much. Like I want something good, but I don't need a Quad core or anything since nothing really uses it at the moment.

Agreed. Still a bit low for that CPU though. Try completely cleaning off your drivers.

I've done everything actually, but still no change. If I run in Vista x64, it gains maybe up to 35k on 03? and 12k on 06? It's not much at all.
