Yeah I think so, same drivers as before: 190.62. Would it be worth trying the 186 drivers as well?

Updating the drivers to 191.07 actually lost me another 5fps.
But then I noticed for some strange reason evga precision wasn't applying my overclock correctly, so I reset the settings and gained another 15fps. So overall I'm still 13fps lower than on Vista and 190 drivers

I think its a driver problem. Check and recheck u installed all correctly.

Yeah. Go to Asus' site to get the latest drivers for your chipset and get the newest drivers from Nvidia.
Boot up in safe mode and uninstall all of the old drivers related to either of those. When you boot into Windows, make sure you are not plugged in to the internet so it doesn't try to install the missing drivers. Then reinstall the new ones that you got from the sites.
