Question FPS Question

I don't know if this is the right section for this question.
Is there a program that I can test FSP in my games that I play?

Depends on what game. Usually there's a console command to bring up FPS.
Otherwise, you can also use Fraps. They have a built in FPS indicator. I'm pretty sure the free version has it as well.
