I like that idea but what about this. Instead of welding the hook support bar in there, why not put a piece of all thread inside the cut tube and put the same bolts you have holding the upper rail in both ends of it? It would look decent and you can remove the hook if you have to.

Well, I've made a miserable Paint image to express what I was thinking in my head. Obviously, this would require a lot of welding, and the extra holes were just a thought for making it somewhat adjustable, similar to what was originally intended.

Anyway, this is my first post on this thread, though I've been following. It's looking great. I've got a fever, and the only prescription... is more cowbell!

How about just two eyelet bolts. Then cut the head off a long bolt and that's your hinge/axle. A nut on either side and voila. Might look tough.
