Technically you should 'key' the surface of the old paint first. Then 2 coats of primer, then 2-3 coats of paint.
Depends if you want a shiney finish or how it comes etc. If you want shiney then you should sand the primer with 300-400 grit paper then paint. It will be shiney ish as it comes but uber shiney comes with sanding. You could always strip the tower and get the frame powder coated.

Is the "grey" inside the metal it self or is it painted?
If its the metal it self a zinc chromate based primer is a great self etching material that adheres well to both steel and aluminum. Most automotive parts stores have it in a spray bomb. If its paint, sand lightly with 500-800g, tack wipe well. Prime as stated in the below with a common primer and sand as needed. Do also get a tack cloth available at the automotive stores or hardware stores to remove dust particles. Wipe lightly with it, do not scrub the surface with it! If you so chose, you can top coat the zinc chromate with a second sand able primer too. Sand the second primer with at least 500-800g to get a smooth finish when you paint. Spray with light to medium coats and wait usually 5-15 minutes between coats dependent on what is recommended by the manufacturer. If you like a black satin finish, many automotive stores have a "Bumper Black" paint which actually sprays easily, goes on wet and drys in a satin finish. It blends very well later if you need to fix any flaws.

BTW, if you guys have "Dupil Color" across the pond, they offer a spray bomb fill primer that fills amazingly well for a spray bomb and sands nicely.
Do remember, not to apply the coats to heavy or it may run. Do not spray it to dry or it will appear and feel rough and grainy and also not adhere well. That which can be a pain then, because it sucks to have to sand it all off! Primers: Some are designed to not be sanded and painted or primed over with in a given time. Others and most, MUST be sanded so that the next application will adhere properly. Zinc Chromate primers do not usually require sanding when applied to bare metal. Sanding will improve adhesion and may be done if recommended by the manufacturer. If either is recommended, do sand the metal for the best adhesion. Again, don't forget to wipe with a tack cloth to remove sanding particles for a cleaner and smother final finish. Work in a well ventilated area, and not in the home! Avoid any fumes and use the proper protection! I'm a trained certified professional in the field so please head my warnings!

You can get Dupil Color over here but not over the counter. Guys go to Halfords and buy a can of U-pol Acid #8. Its about £10 a can but its perfect for this kind of job. Its a nice primer for etching but its a nice primer for anything too.
Ive used straight out of the can on the odd occasion when doing touch-ups on customers cars. No need to sand between primer coats, just sand the last one as long as you dont leave it to dry for too long. If you leave it over night and want to put some more primer on then give it a key with some 500.
