Properly discharge a psu before opening?

yeah, I didnt touch anything, and the machine it was connected to prior had been off for like 5 days, not that there cant still be juice, but when I did the fan test nothing happened. I dont know if its because it was wrong and nothing would ever happen, or if it was just fully discharged on its own. I know jumping the psu with it plugged into ac voltage would start it, but not sure about using the same method to discharge

the capacitor will not hold enough charge to make your fan spin.
it will slowly discharge over time - > this is the only real safe way for the normal person, unless you have high end lab equipment.

1) A good cpu cooler not too many people know about -> XIGMATEK HDT-S1283 | AKA OCZ Vendetta 2 2) The 8 PIN power connector on the MOBO is 2x 4pin power connectors combined in parallel to draw more power safely. 1x 4pin power plug will work, but you should think of an upgrade. 3) If you're running x64 OS and have more than 3GB ram installed but windows is only reporting around 3GB, Go into your bios and enable Memory remapping.

It's safe to do that, that will also pull off almost all of the charge stored in the caps, but it won't always get everything.

for future reference, what could I have done using a Multimeter? I have an old one, I forget the make but the model is AN 77. It works but I am not too keen on using it and I dont have the instructions. I get the concept but I dont have the details. I am a simpleton when it comes to electricity beyond simple circuits and soldering.
