Default did i sand enough to primer now?

is this sanded enough to apply the primer or do i need to sand it more. the case was powder coated black before. the color i will be using is titanium silver

Yeah, that looks fine. You just need to scuff it up alittle, to make it stick better.

its good to go, clean it off with a tack cloth, and maybe a light rub down with some denatured alcohol first, if its really dusty

I would say No

hate to disagree Guys...

But This is just IMO
the cleaner you get that first layer before Base coat the better everything goes..
I would give it 10-20 more minutes of sanding just to be safe.

not exactly. the factory paint will be sealed to the case better than anything anyone can do with a rattle can/spray gun, so leaving that layer, but having it scuffed is actually a better surface for primer to stick to than the bare metal. Or at least thats what I hear more experienced painters that do modding for a living say

You don't need to sand much for primer to stick. The pre-primer sanding is more for flatness (any defects will show through). Primer is basically paint that is made to adhere well, rather than color or protect.

I also agree with CattleRustler that the factory paint is about as stuck to the case as you can get.

As i said IMO though all my painting experience Comes from painting Cars and we would power tool to bear metal then Base coat then sand then base coat then sand then base coat again...

I've worked at some body shops too, we never went back to bare metal as long as the paint was in good condition. Just sand it smooth, prime and paint. It's shop depending, some go to metal, most don't, unless its a full restoration (that I've seen)
