I have the 3.5" model of that fan controller and it does turn the fans off completely. That was the reason why I bought it over the competition.

As in make/model or position in case?

Make/Model: Generic PCCG LED. 80mm - 120mm

It controls/terminates the 4x 80mm Side Intake and my top 2x 120mm Exhausts.
