^It's a Dell mobo but I'll try...

Just short the two pins for the power button. Don't continue shorting them, you only need about 1/2 second on it at most.

if you manage to get it working, you can check in the bios for power on by keyboard, but being its a Dell mobo, i doubt it will have that.

The power button use to be connected to another PCB with a ribbon that had 15 pins and looked a bit like a IDE ribbon, and that PCB then had 2 cables coming out of it, a cable that was for the sound card and what appears to be a PATA ribbon which went to the mobo...

I had to do this too when I built my first computer because the case was coming in a different order. So just use a screwdriver to bridge the connection between the two pins.

try not to bridge three of the pins sticking out..as i accidently did that and there was a massive spark

My motherboard has a power and reset on it, although I've never used it.

Pics or original dell model number will help us more easily help you locate which 2 pins you should be shorting (connecting) with the screwdriver.
