Default Paint came off, next move?

I just finished painting a side panel, but it kind of stuck to a bag and some of the paint ripped off while drying.

What would be the best way to fix this up? Right now it has a coat of primer and a couple coats of black enamel.

Should I just sand it (what grit?) a bit or would I have to sand the whole panel down till everything is even? Then I would have to reapply primer and then enamel?

I would sand the infected area with 150 or 220 grit or something like that then i would just paint that area and see what happens. It should work out fine. Good luck

if you just have spray paint you won't be able to thin the paint or spray fine enough for a clean patch...

let it dry... lightly sand it down... reprime the damaged spot... let it dry... lightly sand it and recoat the entire panel with 2 coats...

Sorry for this off-topic post, but at first glance, I read your thread title as "Pants came off, next move?"

should I be sanding the whole panel down until it's even with the damaged spots? The spots are in the middle of the panel, so it would be impossible to try and fix it without sanding. What type of grit would I need to use?
