Default I need help with something for work

I've been asked to develop an application to help new employees diagnose system issues... I am told that it should mimic Microsoft Help's old Q&A sequence.

Here's something extremely similar to the "back end" of the application:

Can anyone point me in the direction of some way to satisfy this request? It looks like Microsoft has abandoned the Q&A-type help style with XP... I'm pretty sure Win 95 to 2000 had it though...

I know I'm grasping for straws. I guess I'm just hoping to find some sort of product that already has the html code embedded, so that I can develop through a gui of flow charts..

So what specifically are you looking for? You want to do like a question and answer program that will diagnose problems?

It seems like you need to program something, correct? Is this supposed to be a webpage, or an actual program like with Visual Basic, or something text based perhaps?

I don't understand what you are asking.

If that's all your looking to do (I looked at the flow chart pic) then just make it in Photoshop, that wouldn't be hard at all! You could make it look great too!
