Default help with coding a program

alright, my father has this program, but it no longer works because of the new microsoft access, so the program itself cannot read the access file.
so i was thinking about writing a program that could do the same.
it basically like searching through the database and printing back out the results.

so if i were to choose 6 pins, i type a certain number (there are like limits to it) and then since i chose 6 pins, they only come back with a set of numbers for only "bottom", since there is a bottom and a top. if i chose 8 pins, then it will print back for bottom and top.

i need to make it executable?
you can give me ideas to how to write this, i just do not really know how to access files, but if you can, it would be nice if you can help me write it. thank you in advance.

I need to write a program or have someone write a program that can access an Microsoft Access Database file, in which this program basically searches for a "Code" number and then returns either following values: "Bottom" or "Top." There are 3 basic pin structures; they are: 6 pins, 8 pins, and 10 pins. I would like to have like a bubble option for them. Below them, there are two text boxes in which values should be returned: Top and Bottom. For 6 pins, the Top text box should be grayed out or something, since it should only return the "Bottom" value when you insert the "Code." Each type of pins has a 6 digit code; for example: 6 pins will have a limit from the numbers 600001 to 619029 and for 8 pins, it will have 000000 to 509090; something like that.

Basically, I just need to have something that is executable so I can search through the database without having direct access to the database to find the return values of the pin code.

Go grab OpenOffice, it will load any MS Office files (Access,Word,Excel) from the last 10 years.

Its totally free, and its a good alternate to MS Office anyway.
