I need to write a program using a nested for loop. I have no clue how to do this, any help? It supposed to be like that

I can't really remember this stuff. Is this C++ or Matlab? I took both last year.

Also, if you haven't gotten this by tomorrow, I'll be able to help. I have to study for a Thermo test now!
