So, i'm totally new to web design or programming, but i'm planning on starting a Web 2.0 based company soon. Therefore i'm now spending great part of my time finding out my needs and wants...so perhaps you out there could help me answer some questions!

The Website will have to support the following things: great connectivity and network capability between users, dynamic user interface, up - and down loadable material, high connection rate to the site, different levels of user rights - the higher graded levels granted through payment - additionally commission based payment system must be supported, and lastly easy expandable.

So here my questions (sorry for the wave of questions! ):

- How much effort lies in the programming of such a site? What prerequisites must a programmer (web design company) fulfill to do the job? What prerequisites must the site fulfill in order to be capable of presenting the above mentioned points?
- How to valuate a programmers capabilities (in programming and desing). What should one look at when comparing different providers?
- The website will be launched in Europe but will address global customers. How recommended is it to search for a local supplier (close work) or to seek international suppliers (distant work but maybe better offer)?
- Finally, any recommendations of good programmers - web desing companies that you know of?

I really appreciate your help! As I said before, this is the information - gathering process right now, so tell me anything that i should consider!
