Is this bascialy a microsoft version of Java? I'm reading about it now on wikipedia and it seems very similar requiring a virtual machine.

Pretty much.
It doesn't matter though, it'll never be successful in the long run. It doesn't run on Mac, Linux, Unix, BSD, etc. but java does.

.NET is what most Windows applications "should" be built on, Microsoft is pushing it as the politically correct standard. All Visual Studio .NET languages are based on the framework.
It's only similarity with Java is the virtual machine -other than that, they're very different. While Java is also a programming language, .NET is just a, well, framework, not bound to any particular language. C#, the language, however, is more or less Microsoft's equivalent of Java, and also happens to be a .NET language. As for its success... for Windows programming, .NET is very widespread and is becoming the standard. However, .NET is very much a Windows-exclusive thing ATM (there are some open-source implementations but I have no idea whether they're usable and/or making any progress). This is a critical difference between .NET and Java; Java aims to be multi-platform.
