Default Could a faulty mouse prevent Windows from loading?

It's occurring on my other computer. Basically, once in awhile, after turning the computer on, it'll make it passed BIOS, and just before it gets to the Windows loading screen, it'll just sit on this screen for all eternity:

Now, if I shut the computer down (while it's stuck on that screen), and unplug / plug the mouse back in, and boot the comp back up, it goes right to the desktop with no issues. The mouse is a cheap, PS/2 mouse. Other than that, the computer's specs are: AMD (S939) 3500+ 2.2GHz, Biostar 6100-M9, 4 x 512MB PC-3200 DDR, 160GB Seagate IDE, EVGA 7300 GS, 300w psu., Vista 32-bit.

I found this http://www.computerhope.com/issues/ch000474.htm.
so you might need to check for errors on the disk

Well from me looking at it, try a different mouse for now, and if that does not fix the prob, it may be the hard disk. Did it ever fall over or get banged by a foot or something on the side of the case because it could of moved the disc a slight bit in the hard disk.

I have, and there were none. I've also cleared the CMOS. It seems that shutting down, and unplugging/plugging the mouse back in, gets it passed the screen, on the following boot. That's why I'm wondering if the mouse is the culprit, and not the HD.

Yes, Shorts in PS2 can also destroy the port.
