Default question on the spec of a duster(dry ice)

i have a dry ice duster, it gives off CO2 when i use it up-side-UP
but it gives off dry ice powder when it's up-side-down

how cold is dry ice? cuz i can freeze liquid glue right away, and make annoying bugs frozen in seconds

is it electrical conductive? can i apply it to my CPU heatsink
