after 10 mins of artifact scanning my mat temp is 75'c compared to 84'c w/out the fan

for some reason it upped my cpu temps by like 6 degrees

Maybe because your pushing all the warm air away from the Northbridge, and it's being sucked up by your HSF??

IDK though, I've thought about doing that same thing a couple of times, but I though it would look kind of ghetto, especially with my case having a side window...

what is you're ambient there ... 30?? ... because those are high ... aftermarket cooler might be a option and some sexy large 38mm fans
